Doing it on the computer is how I'd start but I know that's not everyone's thing. I've done some form making by hand, by printing to exact scale, gluing the printouts to boards, bandsawing close to the line and sanding. Like I said I do havea small CNC machine although the scale might not be big enough. It can do about 15"x25". The main advantage is that it's perfect, in my experience I can do stuff by hand faster than with CNC when you figure in design time, but not as accurately or repeatably.
I hadn't actually considered something high tech though - I was thinking, like... strips of wood.
You know what the way to go would be, for real? CNC carving closed cell foam, use it for a mold, then dissolve it. I've seen people make bikes that way. I could do it on my machine in pieces but also I think you could rough it out pretty good by hand with a rasp.
