Some tire/rim combos are really tough.
So the really pro trick is kind of hard to pull off. Down the centerline of most wheels, there is sort of a divot. You put the far side of the bead into this divot and it can make it easier to get off/on.
Some rim tapes (especially, unfortunately, the good ones) are pretty thick and can a) give you less room to work with and b) fill this divot somewhat.
Before you use a level to try to get the last bit in, make sure the tube is sort of "in" the tire as much as it can be. It'll probably help if the tube is inflated just a little.
If you really can't get it to work, get a bead jack. Actually get one anyway (they're cheap), use it at home, and curse your lack of one when on the road.
FWIW I find the kevlar bead tires easier to get off/on and they also fold so you can carry one with you on really epic rides.
