A fractional line can represents partial payout on the result immediately to either side of the line or just the closest when it isn't x.5
Eg line is 1.7, bet is $10, it's a limited spread bet (this may just be a term / concept my friend and I invented)
0 = under win 10
1 = under win 7
2 = over win 3
3 = over win 10
4 = over win 10 (in a true spread betting system the winner would get an extra unit for every unit of result his way hence the limited part of the name)
line is 1.7, bet is $10 it's one-way limited spread bet (this is how betfair do it on season finishing position bets for soccer)
0 = under win 10
1 = under win 10
2 = over win 6 (0.3 difference * 2 to represent partial win * bet)
3 = over win 10
I'm sure I've noobed up the terms but the short answer is - it can matter.
