Try some front squats with the clean grip. They don't need to be particularly heavy, but it should help you with getting into a stable and balanced rack position during your cleans. Almost nobody is going to have it perfectly their first try. I was having the same problem where I was holding the bar with my hands at the top instead of resting it on my shoulders. I just did some light front squats post-workout for 2 weeks or so to get adjusted to a comfortable rack position. My powercleans improved quite a bit after that.
