Actually, it appears it isn't random. So ya, it seems pretty path dependent that once you get on the radar, you'll probably stay on. (Atleast assuming there isn't some Russia level testing conspiracy going on, since sport committees are super on the up and up.)
Nice find. So they are upfront about being selective.
The complaints I heard are not clear in my mind anymore, but they are something along the lines of this: lifter A is a USAPL star who breaks WRs and such. He has never been tested despite competing for many years. Lifter B is a guy who performs fairly well at local meets, but his totals are fairly consistent and he is not anywhere near breaking national or WRs. His totals are not even high enough to qualify for nationals. Lifter B gets regularly tested.
In addition to this, I know of one former USAPL/IPF star who is dealing with severe health problems currently that are consistent with abuse of certain steroids - my understanding is that the fast acting ones cause his issues to happen. I dont know a lot about this, but someone who does explained this to me once a while ago. I think he broke multiple national and WRs and probably won some national and world championships. I'm not going to say much more about him because I dont want to expose who he is. I'm pretty sure he never popped positive on a test and I have no idea if they ever tested him or not.
If you get into a discussion with someone who is more knowledgeable than I am on the subject, they can explain it better, but that is my general understanding.
