Normally comes down to logistics. Try not to ask people who look like they are power walking somewhere cause they wont stop, go to areas where people are probably more outgoing, better chance if you approach people who look like they are waiting around or make good eye contact with you etc.
How to get better expressions. Just be genuine and try talk to them for a bit (if they arent in a rush or anything). Ive spoken to some people for like 20mins+ before taking their pics. Also if you got an iphone or something pull it out and show them a collection of what you done, that way they know ur not going to use it for crazy **** and if they like your work they are actually more excited to take the pic (if u are just starting put some of ur other photography up to show them).
When its time to take the pic, i dont even ask them to smile unless ive built a decent rapport with them through talking. I just tell them to relax and sometimes say stuff like, "you can choose whatever expression you want for the picture, if you want to laugh you can laugh, if you want to make a scary face you can make a scary face". (silly jokes like that can put a good expression on their face)
In regards to cute chicks, ill put more up i guess since they are everywhere in Tokyo. But kinda want the site to be more about photography (composition, color theory) than just hawt Japanese chicks haha.
