Easy to corrupt a judge (or a cop, or a bureaucrat) when you are offering them significantly more money than they can make honestly.
Plus would be very hard to prove, so not a lot of risk for the judges....
The betting market is a lot smaller than you might think, although is has grown a lot the last few years. Half a dozen years ago a typical max bet online would only be hundreds of dollars. Vegas books often times would only have lines for some of the fights and would max out at 500 to a few thousand.
I don't follow the betting like a used to since, as the limits started to increase the lines got a lot sharper but I'm pretty sure it would still be really hard to get serious money down on a fight. 10 years ago we had the same horrible judges doing the same crappy job and they certainly weren't getting paid off big money for their time.
I think the Occam's razor is right here. Many judges have very little knowledge of the sport and no accountability or incentive to not suck. So they take the easy path of being awful at their job and cruise along picking up those paychecks.
