Thats a tough range to play against. He's 3-betting the top of his range for value but also hands that are difficult to play OOP if he just calls but can flop well. So when he 3-bets you don't know if he has AQ/KK or 98s. Hands that play well against the suited connectors can get you in trouble against the top of his range (e.g. A9 or A4s).
So what I'd probably do is look to raise/call hands that can do well against his range but are easier to get away from postflop: small-med pairs and weak suited Ax/Kx hands. The former can crack his big pairs and the latter can give you stronger flush draws. But I'd stay away from the stuff in the middle, like the A9/KT stuff.
Ideally you want him to be more passive postflop so you don't have to worry about him driving the weaker part of his range really hard, or pulling out x/raises. So I'd want lower aggression and barreling stats postflop. If he's aggressive postflop then I'd narrow my raise/call range to pure value and trap him post.
