I'm not familiar with what a "penalty blind" is but I'll take it that you didn't have a choice in the matter. On the flop I'd stick in a 30c bet there in an attempt to steal it. There are no obvious draws out there and nobody has shown any interest.

On the river I'd be more worried about straights then full houses. This situation is fairly villain dependent. You don't beat anything that he plays in this way (he's not going to raise, say with 96 with the two 8's on the board). If I haven't seen any evidence that the villain likes to make big river bluffs I'd fold here.

How are we making money from this?
By charging the draws to draw?
I don't see any worse hands calling or better hands folding here.

There's 5 players on the flop, there's a very high chance someone has a better hand.

I wouldn't want to start building a pot here either since we have some decent showdown value and we don't want to be facing a large bet later.

I would check the flop.

Would play turn the same as you did.

Would snap call the river.
The only thing that has you beat is 75, T7 and 99.
Anything else is definetely betting the turn, unless they are extremely tight passive or know they can trap you.
I don't see villain showing up with 75 or T7 here often.
75 of clubs is a real possibility as is 99
Most of the time your hand should be good here imo.
