Raise pre-flop. This is where everything goes wrong.
As played, fold turn. Hero gave BB a free flop and is beat by a bare 8. With 10 outs and 1 card to come, Hero can call a ~1/3 PSB all-in for 0EV. This shove is over that amount, Hero must fold.

Betting this turn is pretty thin, I would check and fold unimproved on the river. I doubt that he is capable c/r here without a straight.
