Villain is 19/15/0.8 over 73 hands.

Poker Stars $10.00 No Limit Hold'em - 7 players

Hero (UTG): $14.28
UTG+1: $10.00
MP: $8.58
CO: $2.97
BTN: $9.47
SB: $4.54
BB: $15.79

Pre Flop: ($0.15) Hero is UTG with K K
Hero raises to $0.40, 5 folds, BB calls $0.30

Flop: ($0.85) 8 T Q (2 players)
BB checks, Hero bets $0.70, BB raises to $2.91, Hero?

Do we call and see what he does on the next street? I can't imagine that he'd do this with KJ/AJ (or should I?), but 9Js, 88, and TT (and possibly QQ) are totally plausible. I don't see him check/raising unless he's very happy with his hand, but some of you might argue that the sample is too small to tell. I have a somewhat high cbet%, so it's not out of the question that he thinks I'm betting despite having missed the flop and that he has fold equity, although I did open from UTG... /rant

How do we proceed?

I don't know. He puts in a huge raise which makes me lean more towards something stupid that he doesn't want us to call against. But then again he might just be stupid and raise that big with two pair or better.

I usually fold here because pretty much everyone but competent regs and complete fish will have us beat here. We are in position though, so if we're 50/50 between folding and calling I think we should be calling and reevaluating turn.

Decision needs to be on the flop. Dont call and fold to a turn bet. If you are going to do that then fold on the flop.
