25NL c/c or b/f river? 25NL c/c or b/f river?

OK so really weird hand here. As both players are a bit fishy and have been seen doing questionable things I decided they might have One/two pair type hands that will call a smaller sized bet but otherwise check the river If checked to. If I get raised I figured they always have a flush and I can safely fold. Now as you can see below my plan backfired but I am interested is b/f superior in this spot to c/c or vica versa?

You getting like 9 to 1, even though they line makes no sense you can call in these spots for such a price and be breakeven at worst. I would raise pre as well.

But If I call here what's the purpouse of betting than?I'm better of c/c than. I try to create plans for my hand that have purpouse against different part of their range. I asume people are never raising two pair for value on board like this, I was obviously incorrect here but i'm more interested in breaking down the c/c or b/f question.

Looking at the hand again I think people don't like to raise flush draws that much on this flop, it's more so 2pairs. So the river bet is good because they mostly have 2pair here that is usually just going to call; what this guy did was not standard even for fishy regs. You can also worry a lot less about flushes for this reason.

I think you should b/f because value betting is just better vs regfish who have lots of hands that they cant fold but also don't want to value bet.

This was my #1 reason for B/f.

I am curious by no PFR - and why such a small CBet?

AP i would also think you are good in this spot more often than not especially against fish.
I think the flop raise was weak but you laid good enough odds with a reraise to call -
the check through on the turn seems standard to me -
Then I think c/c is best but AP b/c is the play on the river. You got min raised with the pot laying you great odds in a situation I'd find it hard to fold with no spade on the river.
