Should I have bet the flop? Villain was a 28/24. On river I didn't bet because I thought I would get called by better a lot of the time.

Bet flop for value. He's got a really wide range here and you have as much as 14 outs.

As played: On turn bet larger. You can get value from Ax hands (and 10x is going nowhere).

River: raise it up. Same logic as the turn. You might get looked up by Ax but you're certainly getting called by 10x. This looks like a blocking bet though so doubtful he's too strong here.

I've ran into this situation on the flop before where I flop an open ender. When should I not cbet an open ender in the flop? Maybe against an aggressive raiser? Also suppose I get flop and miss turn, say turn is a blank. Should I continue to bet turn or just slow down? And then suppose I do slow down but then I get there on river. How much should I bet?

If I have a hand such as this where I have the OESD with two overcards then I’m betting this flop every single time.
On the other hand if say I had the OESD with two undercards then I might not c-bet if I’m facing an opponent with a very high c-bet % who suddenly doesn’t c-bet. Under those circumstances they might be trying to trap with something so you could take the free card and see if you draw out on them.
That’s a pretty rare scenario though. For the most parts I’m always betting a flop as a semi-bluff if the pre-flop bettor checks OOP and I have an OESD.

Now say you do bet, he calls, the turn bricks and he checks again. Whether I’d fire again is opponent dependent. If his flop continuation range is more weighted toward show-down type hands and very strong holdings that I don’t think he’s going to fold then I’m more inclined to take the free card and see if I can catch my draw. On the other hand if I know that villain likes to float flops but give up on turns or is on a draw themselves then I’m more likely to call.

If you check behind on turn, hit your straight on the river and get checked to then think about this from villain’s perspective. Your bet-check line on the flop and turn is consistent with someone taking a stab and then giving up. Since they haven’t fired out a bet on the river they’re probably not terribly strong themselves. They quite possibly have some show-down value though. On this particular board that might be an underpair. I think a 20-40% pot-size bet here is best, depending on how much you think they call based on reads.
