I expand whenever it feels right but ideally I want to have won before expanding :P
Ideally I'd adapt upon scouting but I'm not good enough for that yet so I just build more marines, less marauders if I scout air and that's about it
I am by no means good. I understand a lot of the strategy, bla bla bla, but I just don't execute very well. I haven't played any ladder in the past month probably and have been whoring campaign so far because its fun, but during beta I was probably high-gold or low-plat or something.
That said, in general, pushing as an upgrade finishes is good, so that timing is fine, especially since you are still new and its important that you get all of your timing/build down.
The easiest time for you to expand is when you move out. Just grab an SCV and move him to your expansion as you are a-moving. Once you hit 400, build that CC.
For follow-ups, like you said, its going to be pretty dependent on what your opponent's tech looks like. While you're attacking you should throw down a factory and then a starport. From there you can either continue w/ MM and grab some Medivacs as well, transition to vikings/tanks, hellions/banshees, etc.
Really, you'd benefit from doing the challenges to get a good grasp of what to build against what. Go to Single Player, Challenges, and there's some good stuff there for you.
