I'm within range of a pokestop from my desk at work, so I spend money on lures to power that ****; it's such an easy & passive way to get some xp/dust/candy. Because I spend on lures, I've had to buy pokeballs once or twice.
That said, I still love walking around with friends to play the game. I think if your friend won't walk around with you, he's just kind of an *******. Most people like the social side of the game, whether or not they spend $ on it.

That might help narrow the gap between urban farmers and everyone else, but I think it would also broaden the gap between people who pay and people who don't. The only things I get strictly from stops are berries & stronger pokeballs. If a stop locked for getting items, I would still get tons of pokemon from it, which is the real advantage to being by a stop.
