Generally,
1. You really want to have at least two good tyranitars, one bite/stone edge and the other bite/crunch. At least one of those is a top option against nearly every tier 3, 4, and legendary raid boss, current and upcoming.
2. You want at least one rock throw/stone edge golem. Rock blast isn't bad, but stone edge is better.
3. Machamps are not that big a deal in raids outside of tyranitar raids, but they are good counters to common gym defenders, and their steel type moves are hot garbage. So, fixing them is always nice, esp. if you have a decent one.
4. Fixing some expensive generalists is probably next for me (dragonite -> dragon tail/outrage, gyarados -> either dragon tail or bite with hydro pump)
5. Looking ahead to some upcoming raids, rolling scizor and pinsir into double bug attacks, houndoom into double dark, and gengar so it has shadow ball are decent ideas.
6. Fixing some of your ice types is a decent idea (lapras to frost breath/ice beam, or Jynx, piloswine, and cloyster into frost breath/avalanche) as they're strong against anything that flies.
7. Fixing your eeveelutions is a bit luxurious, as it might be just as well to evolve another one, but if you have high quality versions of the original three with bad move sets, it can be worth it since they're super useful attackers.
