Well for example they put a lot of effort into factions and ethics and drift towards new ethics etc, but you can ignore all this content because it is trivially easy to keep your pops happy and inline.
Then there is a new system of traditions, which have big perks for your race and where meant to be a way of defining play style, problem is its way to easy to get them all so they lose any defining power over your empire.
End game crises has a bug making it the same one 90% of the time, the way AI responds to it is really patchy and hit and miss.
Fallen empires have this big war in heaven content where they goto war with each other and drag in all the new races into federations, which should be epic but most of the time it starts then stalls or fizzles out just does not proceed as intended and is a real damp squib.
AI starves itself on higher difficulties.
Ship design is meh, basically build one type of ship no need to differentiate, there all sorts of issues with the fleet combat.
There is a patch coming out tomorrow though.
