Yeah, those are incredibly different things. LBS uses custom maps made with a map editor that works just like LEGO, i.e. preset blocks and nothing else. Oblivion mods are heavy in coding and use 3d models made from scratch with outside programs. Oblivion even goes as far as to extend mods thanks to other programming languages like python. Most mods replace entire gigabytes of game files with new files. Some of the best mods ( and in my view must-install mods ) like Oscuro change the game in almast every aspect.
I'm pretty sure that would create some GIANT security holes for consoles. And as far as I'm aware, there isn't a single console game with modding other than some basic custom maps.
Console modding consists in building something with preset LEGO blocks. PC modding consists in building blocks with a laser cutter and placing them where the hell you want.
