magic is ******ed powerful in oblivion. all you have to do is make a multi-tiered spell that
1) lowers the targets resistance to magic for 5 seconds or whatever
2) causes magic damage
3) boosts your magic points for 5 seconds or whatever
this will kill almost anything in the game in like 4-5 blasts tops and since it boosts your magic points as the last step you can rapidly fire it forever. if you stop using for a few seconds you will lose the mp boost and run out of mp but as long as enemies are on the screen, just don't stop firing and you can use it as long as you want.
i used this spell throughout most of the game because i didn't like the combat and this allowed me to effectively avoid most of it.
i killed that big giant thing guarding the gate in shivering isles with it in like 10-15 shots. i think that thing's supposed to be impossible/incredibly difficult to kill without doing the related quest.
edit: for the ~second half of the game i used equipment (well and also the fact that i was a breton) to have 100% magic resistance and 100% damage reflect which also made combat much less annoying.
