What kinds of hands do you expect your opponent to get all in with? I don't think a normal open raiser is looking to get all in with less than JJ, AKs, AKo. TT is a whopping 2:1 dog against that range.
You don't want to 3bet with TT and then get 4bet. It puts you in a very tough spot because there is now a good deal of money in the pot. I mean, honestly, you probably still fold TT to a 4bet, but that's a big waste. In order to want an all in with TT, you need a player who either 4bets a lot of air or who has an extremely wide 4bet value range. Players just don't stack off with hands like 88 or AQo with 100 BB stacks. And if they don't, then you can't plan to get all in with TT.
I've seen a lot of the best players use a strategy where they 4bet small with a wider range. That is theoretically countered by 5betting light. Maybe against a player using that strategy, there might be reason to take a hand like TT and get all in as a 5bet. You'll be down during the all-ins but pick up enough medium sized pots to compensate. But you need a very confident read, and I'm not sure exactly how much air the opponent needs to have. Either way, that's a decision that needs to be made before you 3bet in the first place.
Of course, there's also the issue of balance. If you're 3betting hands like TT, then you're almost never going to defend against a squeeze because your range will be too weak.
