When the person 2 behind you, that you will be trying to target with blind steals, is short stacked, how does that effect your frequency of steal attempts?
Especially a situation where you have 78s on the button and the BB has 15BB. Obviously hands that have implied odds like these aren't as valuable when called, and I usually have 1-3 people at my average 6max table with <200BB

I'm still betting pretty wide because the players suck so much. It's when they get to like <20bb where I slow down substantially.

Most people should have less than 200 BB

Kinda depends how they're playing. If they're playing really tight even at this stack size(some do) then you don't need to change much. Couple of adjustments you can make though especially if they're liable to jam over your raise a lot is to start opening smaller, like, 2x or 2.5x and tighten up your opening range somewhat, depending how wide you think they're jamming.

edit:
Also, if they're flatting a lot pre instead of jamming you can skew your range towards hands that can make top pair (k9 etc) and leave out more speculative stuff like small suited connectors and maybe some small PPs, unless you have other reasons to open em.
