Was this a fold? 3-bet pot w/ QQ OOP w/ passive fish

Merge - $0.25 NL (6 max) - Holdem - 5 players
Hand converted by PokerTracker 3

BB: $28.80
UTG: $43.42
CO: $8.18
BTN: $24.40
Hero (SB): $36.82

Hero posts SB $0.10, BB posts BB $0.25

Pre Flop: ($0.35) Hero has Q Q

UTG raises to $0.65, fold, BTN raises to $2.30, fold, fold, fold

BTN wins $1.65

The passive fish 3-bet, which he has done 0 times over 122 hands and is playing 19/3. Opener is playing 19/9. I think his range is pretty constricted to AA, KK, AKs, and maybe AKo, but not sure based on small sample. What do you think? I rarely fold queens, but was this a good spot?

its close, I dont mind it.

calling seem fine also, as I think UTG will flat alot unless hes got KK+
