Although he may actually be way more loose than stats indicate because of small sample, I still think it's a no brainer to try and steal this pf with ATC.
On flop I think it's a very hard decision what to actually do, against a villain I know nothing of.
Turn I give up, but should I call his small bet?

not trying to be rude here but why post such a pointless hand? yea preflop steal with ATC is fine, betting flop is ok and c/f turn correct. its a 16BB pot ffs...

Well I post hands that I'm in doubt of. I'm not really looking if it's 16bb pot or 89bb pot. Maybe some would bet less on flop, and could come up with some arguments for it.

call turn given odds, folding seems weak and a mistake

Because this guy is a nit and he needs to give action before he gets action.

Just hit a 2 on the river and fire.
