Villain is 18/14 2.7 AF 42 F3b 54cb

This guy is just a box of surprise. I have caught him bluffing in the past, 3 betting with utter garbage and even shoving flops with any top pair.
When he bets half pot I mainly put him on an under pair, weak ace or flush draw specially after he just calls my raise OTT. The river shove was a little weird but I am pretty sure he 3bets me with AQ.

    Because he is not a maniac, he just tries to play fancy all the time. What would you recommend? Shove after he bets half pot?

    note that i have over 4k hands on this guy.

    Based on the description you've given you have no reason to be calling the flop and should be raising it.

    You can't because you expect him to show up with worse a majority of time. That's how a range works.

    raise flop and get it in if he re-pops, if not just continue betting/shoving turn

    I'd raise flop as well. I'm surprised if he had a set with that turn sizing. Seems more of an AQ like type thing to do but I'm not too sure that he'd call a raise OTT and ship river like this with AQ. I'm not understanding your your turn raise. What does raising turn accomplish that makes it better than raising flop?
