No minimum, and pretty sure the site doesn't have a maximum.

You can enter right up to first day of season, or even late reg if you wanna start with a week handicap.

Basically you select a team, get unlimited transfers till the first matchday. After that 1 free transfer a week which you can save up if you want.
You can also make more transfers but they will cost you points. So if you had two people injured you might wanna make another one. Imo it's probs like 5 mins every friday of transfers, but last season I forgot a lot of weeks and still won my league.
