Villain was playing 33/22 with a 10% 3-bet. I always fear the set (I know it's not rational)...

He sure looks fishy, this can be all kinds of crap. I think its fine to call call call.
But raise flop and stackoff is probably better, he probably stacks 8x,99+ maybe even ships 56 or 77 or something.

Probably not a set OTF as he would probably check raise it. When they lead like this it's usually with something pretty weak like 4x, 8x, a pair plus draw, pocket pairs 55-77. As played OTR, I would just call as he does have 8x in his range.

I think I would raise the turn for value.

id call flop as they can value bet worse, on the turn id raise for value as there sizing is way too small then bet river.
