A6s OOP flopped NFD+gutter vs reg 10NL

Greetings,
Villain is 18/13 in 386 hands (25/4 on the btn). 3bet 3% Cold calling 13%. Fcbet =82%

Hero is in the 20-25% Vpip range. only a 3-4% gap for PFR. Proabbly seen as on the cusp of aggro by Villain. I come in raising and cbet more often tan not (probably 75% that he's seen).

The table. Fish directly to my right in BB, so i'm opening much wider with a pretty tight field behind me. Had some success getting HU IP against fish by raising.

Hand:
preflop- Not the greatest hand, but has the potential to flop big against the fish. I'm not planning on going crazy OOP if there's other callers. V calls and based on his stats I'm thinking set mining is a huge part of his range.

Flop- Plans have changed somewhat now OOP against reg, and this board is about as good as we could hope for. I check with the plan of raising my monster draw with what i perceive to be a lot of fold equity. If he checks back I'm also quite happy. He raises and I think he's locked into mid overpairs, sets, and 44. Do you get it in here with at worst 2:1 odds and flipping at best? How to proceed please?

    why not 4x? SPR is still large and it's easier to get it in when I do hit my big hand. I'm primarily playing against the fish preflop, and I'm looking to play big pots against him. It also gets more folds from the rest of the table than a 3x. This isn't a static preflop sizing from me.
