You lose to tt 99 and QJ??

I think I GII OTT Vs a nit there's definitely a small portion of his range that beats you that a bit will fold, and you have so much equity Vs a set 2 king outs +fd

If villain b/c or c/cs shuvs on river diamond I think its better to call turn. Based on my perceived range of this villain ott I would think they probably would most of the time

check flop, this way we are more likely to get two streets from a 9x

I think you are given way too much respect for the BB call. Perhaps you have some statistics to give you that read but I would expect the BB to call very wide.
A possible range could look like
    77-55, 33-22, 4h4s, A5s, A3s-A2s, QJs, Q8s, J8s-J7s, 85s+, 75s+, 65s, 53s, KsTs, KcTc, QhTh, QsTs, QcTc, JhTh, JsTs, JcTc, Ks9s, Kc9c, Qh9h, Qs9s, Qc9c, Jh9h, Js9s, Jc9c, Th9h, Ts9s, Tc9c, Ks8s, Kc8c, Th8h, Ts8s, Tc8c, 9h8h, 9s8s, 9c8c, Ks7s, Kc7c, Th7h, Ts7s, Tc7c, 9h7h, 9s7s, 9c7c, Ks6s, Kc6c, Th6h, Ts6s, Tc6c, 9h6h, 9s6s, 9c6c, Ks5s, Kc5c, 9h5h, 9s5s, 9c5c, Ah4h, As4s, Ks4s, 5h4h, 5s4s, Ks3s, Kc3c, 4h3h, 4s3s, Ks2s, Kc2c, A7o-A5o, A3o-A2o, QJo, Q8o, J8o, 87o, 76o, Ad4h, Ad4s, Ah4s, As4h, Ac4h, Ac4s, KsTh, KsTc, KcTh, KcTs, Ks9h, Ks9c, Kc9h, Kc9s, Ks8d, Ks8h, Ks8c, Kc8d, Kc8h, Kc8s, Ks7d, Ks7h, Ks7c, Kc7d, Kc7h, Kc7s, QdTh, QdTs, QdTc, QhTs, QhTc, QsTh, QsTc, QcTh, QcTs, Qd9h, Qd9s, Qd9c, Qh9s, Qh9c, Qs9h, Qs9c, Qc9h, Qc9s, JdTh, JdTs, JdTc, JhTs, JhTc, JsTh, JsTc, JcTh, JcTs, Jd9h, Jd9s, Jd9c, Jh9s, Jh9c, Js9h, Js9c, Jc9h, Jc9s, Th9s, Th9c, Ts9h, Ts9c, Tc9h, Tc9s, Th8d, Th8s, Th8c, Ts8d, Ts8h, Ts8c, Tc8d, Tc8h, Tc8s, 9h8d, 9h8s, 9h8c, 9s8d, 9s8h, 9s8c, 9c8d, 9c8h, 9c8s, 9h7d, 9h7s, 9h7c, 9s7d, 9s7h, 9s7c, 9c7d, 9c7h, 9c7s (361 combo)
On that flop he might only continue with a small portion but it will be really player dependent. So a read is important but I would think a range to 2-bet you on the turn could look something like
    4h4s,QJs,KdTd,JdTd,Kd9d,Td9d,8d7d,7d6d,QJo,87o,76o ,KsTh,KsTc,KcTh,KcTs,Ks9h,Ks9c,Kc9h,Kc9s,JdTh,JdTs ,JdTc,JhTs,JhTc,JsTh,JsTc,JcTh,JcTs,Th9s,Th9c,Ts9h ,Ts9c,Tc9h,Tc9s (still about 66 hands)
Against that range you still have 66%. The spades:7 is costing equity but you still should be favorite to win the hand (about 58%)

Of course if villain is super tight in the BB then this goes out the window but I would expect them to be pretty loose as you have such a laggy image

Anyhow, you need 30% to call so I think it's a call. To be honest, I'd probably fold at the table as well since I have this feeling that 2$NL shoves are so value heavy but there might be hands where villain makes a wrong value bet (such as T9 or perhaps he is so wide and plays T4s or he tried to trap with AA,AK...)

Arent you more interested in 3streets from Kx?
As played river looks close, 2p is still pretty high in range. But dont mind the explo fold, it is true that river is rather underbluffed.
