pre is call
flop is call, you are ahead of Aq/kq and have outs against qq, kk, aj

Wow, this spot sucks....I definitely wouldn't 5 bet as you are a little too deep. I would jam for 50bbs, but almost 200bbs effective I like your flat. Im at least calling one street given how small he is betting on the flop. You also have backdoor straight draws on Q or 10, which also might slow him down with turn bets with KK and AA in fear that you have 1010-QQ. As played, I call flop and plan to fold turn unimproved.

There is a small chance he is 4 betting light on the button, but vs unknowns/non regs, i feel they more often have QQ+ and AK in this spot.

Definitely an awkward spot.

Are you seriously asking if you should stack off pre with AKo to a cold 4bet when UTG opened...178bb deep...verses an unknown opponent?

The best case scenario is the BTN has QQ and you have 6 live outs. You're crushed by AA/KK/JJ. I don't see reason to continue on this flop. Being OOP makes it that much worse.
