Think villain rarely checks back flush here. So often its a straight or set of 9. So I would shove or give up. You have Td which is amazing card so you might represent flush considering you block straight and flush.

I bet a little more OTF and probably just fold to the huge turn c/r. We're only getting about 2.3:1, the 8d and Kd aren't clean, and while our implied odds are good I don't think they're so amazing that we can call profitably.

Fold turn

If you call OTT, you should be willing to bluff on certain runouts (diamonds in this case).
Otherwise that call is burning money if you give up w/o unimprovement.

Flop good, turn bet a lot bigger.

Fold to the x/r, it's too big and you don't have a lot of outs.

AP, only move on river is to give up or overbet jam.
