Look at the bottom. There's a section called "Conditionally Waived", it looks like he waived ~6k. That plus the 6k security deposit is ~$12k, that leaves ~$6k balance which they're getting billed for.
A big lol at the fine print.
"*Per the lease if this statement is contested in anyway landlord will charge Tenant all expenses, and nothing shall be waived. Additionally, Tenant is responsible for all court costs and attorney fees."
He's basically blackmailing him the $6k waived plus court costs and attorney fees not to sue.

WRECK ****. I know when I was living with 6 dudes in a big house for college we broke our fair share of **** including a huge window my roommate fell through. But we fixed everything we broke ourselves so we managed to get our deposit back...
