There isn't that much to say about it. It's pretty creepy if you think you need to bring flowers or a gift to impress a girl you barely know. Have you ever considered she wants to be with a guy that she felt like she needed to impress, that she wanted to win over, and be chosen by? As soon as you give her flowers/gift you become a guy that's trying to impress her and no longer fall into any of those categories by default. Of course she would thank you multiple times, tell you how nice and thoughtful you are, and at the same time lose respect and attraction for you.
She already canceled plans with her friends to go out with him, she's already chasing him. Why would it ever be a good idea for him to start chasing her and make her doubt whether he's worth her time in pursuing him by reversing the roles?
