In situations where you see the girl often and there seems to be something flirty already going on with her or if you meet a new girl somewhere like a cafe, bookstore, etc and have a real convo/connection and can tell she's into you I will usually leave my number with them and let her reach out. The bonus to this is girls will pretty much never reach out to a guy they aren't interested in so you already know where she stands. Also the fact that you will run into her again, I think it's less pressure to just leave your number and let her decide what she wants. Once she has your number if you don't hear from her I wouldn't even mention it to her. If she talks about something fun later when you see her you can casually tell her to send you a text about it but I would always just leave it at that until she reached out.

If I meet a girl briefly and we don't have much time to talk but it appears we both like each other then I'll get her number and reach out to her. In this situation you can talk to a girl for 3-5 minutes and she might be really intrigued by you and wanting to see you again in the future right after you meet, but then the next day she goes to text you and she's in a different mood, not feeling as confident, he exbf texted her, whatever and she hesitates to do it which will often stop her from reaching out all together. Girls get into their heads just as much as guys do and psych themselves out of stuff they want. But if you text her and she's responding you're likely to catch her at some point when she's in a curious/adventurous mood again in which case things can be back on again very quickly.
