You can earn comps playing cash games at the Rio, you just need to play in the regular Rio poker room rather than the big WSOP tournament hall.

There's no way they will reward Diamond status for $37k in buy-ins. But its pretty amazing that they havent announced a policy on this yet when the WSOP starts in less than two weeks.

10 dollar food vouchers will still be available according to a floor guy at the rio/wsop. They will not be awarded for tournaments but the cash game floor will still be issuing these. They're usually 'all day' with a $5 tip and sometimes $10 for $30, etc. If you get rejected there's always someone with some so try elsewhere.

If I have 500 reward credits is that 500 dollars I can use towards a tourney buy-in?

Yeah but that room sucks if you are playing mixed games. I mean I played 200 hours plus last year and didn't get anything in terms of comps.
