In small-medium tournaments the floors are able to keep track of which seats are sold and inform the dealers which stacks to put out. They release seats in a predetermined order to facilitate this - they might sell 40 tables worth of 1,2,4,6,8,9 seats, then the 7, then 3, etc. Just before the start if they made it all the way through the 7 seats they'll tell dealers that 3,5,10 is in the well meaning everything else it put out to be blinded off. If some tables are different they'll come around to instruct those dealers.
In big tournaments spanning multiple rooms where they had to schedule lots of new dealers to come in they will sometimes skip this process. There's too much chance of dealer error, floors being too busy to inform all of the dealers, announcements not being heard in a loud room, etc.
Milly maker is likely to be one where stacks aren't put out, but there is a risk. Definitely do not pre-reg if there is a chance you won't make it there until level 3+, you could be prohibited from playing.
Lots of inaccuracy in other posts [Like the people saying you won't be blinded off until you check in at the table] so people should probably refer to the above post for the correct details.
Pre-reg entrants in a 10-handed tournament will usually get seats a pre-determined selection of seats with 2-3 seats reserved for late reg. Typically, some combination of 3/5/8/10 are for late reg [For the six max today, 3/6 were usually the unsold seats at the beginning].
The exception so far has been the Colossus where registration is going so fast and so many tables are set up and may not fill with those seats right away that they tell the dealers to pass the stacks out as they come to the table. So yes, if you pre-reg, you will likely be having your stack blinded down some if you are late to the table. If you register late, you will either get an unsold seat at a table or you will get a seat card for a seat where a player has already busted.
