Collusion is hard to spot, especially in a one-off situation. A red flag might be if you see a couple guys who always play together, but that's not something you will be able to know if you just walk up to a table. And even if you spot actual collusive activity (soft play, suspicious check-downs, odd bet-sizing between two players as signals) it's hard to prove and you're unlikely to get the floor to do anything.
Bankroll is a whole discussion unto itself. Depends on your overall roll and what you plan to play. Some folks go to WSOP specifically to grind the STS's. The cheapest 10-handed NLH STS that goes off regularly is the $125. $175's go off quite often as well. They're short-stacked, fast events that usually chop heads-up, so they can be a high-variance play. If you've never played them before but want to give it a shot, you might consider putting $500 into four $125 buyins and see how it goes. If you chop even one of them heads-up, you will have at least won your buy-in back.
