In a Live tournament with a 150$ buy in at a local casino. Blinds are 1500-3000 and I have roughly 17k in chips (a little under average).

I am dealt Q8 of Hearts and am in the cut off. Everyone folds to me, I make it 6k hoping to take it down since the button, small blind, and big blind had about the same stack size and I figured they wouldn't call, they would just shove if they had a decent hand. Button folds, small blind folds, big blind calls. Now its me and the big blind in with about 16k in chips in the pot..

flop: 2J2 rainbow
BB- Checks
Me- Check
Turn: 8
BB- Bets 7k
Me- all in for 11k

What do you think I should have done here? Should I have shoved it preflop? or should I have folded on the turn? I only had 4 BB and there was 16k in the pot.

After some responses I will tell what actually happened.

I would have bet the flop just to see if BB folds there.

Just call the 7k and try to hit a Q

First, this is the wrong section for this question.

Second, you have 5.67bb and that is "a little under average?" In this structure one's edge is basically negated. You should have shoved Q8s pre in this spot, but as played, I'm counting 13.5k in the pot on the flop, unless there are ante's you didn't mention. We need information on how deep the other player is and what type of player he is. Regardless this is a rather basic scenario. Not too much to consider, but if he has any piece of the board then you are most likely crushed. Folding with 4bb behind is ridiculous as well though. Moral of the story is don't play tourneys with horrible structures such as this where you will have to play a guessing game too often because you don't have enough information to actually make a reasonable decision.

The situation isn't so confusing. You are in all likelihood way behind and you cannot fold. You probably should have shoved pre-flop and having failed to do so, should have shoved the flop. I'm not sure if things would have gone any differently had you done so because it would appear the BB had a hand he could call your shove with. If he didn't then obviously failing to shove pre/post flop was a huge mistake.
