I definitely don't doubt that these stories about not getting on the shuttle are true, but from my experience, I would say it's the rare exception, not the rule.
I've used the shuttles quite a lot for 3 years during the WSOP and never had a full shuttle being an issue. Plus if it is an issue, there's a chance that you can hop on the other shuttle (Bally's vs Harrah's) in less than the 30 minutes until your preferred shuttle returns and just do some more walking once you hit the strip.
On a typical run there really aren't that many Platinum and above who get priority, so if you don't get stuck in the back row of seats in the waiting area, you should be able to get on.
All that said, last year I rented a car b/c if you are using the shuttle a lot, you are waiting a lot even if you don't ever get shut out by a full shuttle. Just depends on your patience level and need/desire to save money.
