This is probably true for most during the days they actually compete, but as reported in the article, the athletes have quite a bit of time at the village before they compete, and even though they're asked to leave once their event finishes, some stick around just to get down.
A little more digging shows that they upped the order to 150,000. That's 15 for each athlete. In 2,000, they started at 70,000, then sent in 20,000 more when those ran out. In 2008, they started at 100,000, then sent in more. How about the winter Olympics in 2010, when they also blew through 100,000 before the games were finished?
