This isn't always the case. There are a lot of factors that go into how good or bad a tattoo ages: Skill of the artist, how well the ink is saturated, skin care (putting sunscreen on it EVERY time it's exposed to sun).
If you hit the mark on these things, you will have a tattoo that ages very well. The reason you don't see old people with tattoos that have aged well is because they got ****ty work from ****ty artists and never took care of it properly to boot.
