YOU have no recourse with Fedex. Fedex doesn't give a rat's ass about you. You are not Fedex's customer. The shipper is Fedex's customer. The shipper gave Fedex money. You did not. So that's something to keep in mind. If a claim were issued, it would be given to the shipper and not to you.

"Normal policy" doesn't apply if the shipper explicitly says not to collect a signature. Fedex will do what the customer (and remember, that is the shipper and not you) instructed, which means "leave it by the door with no signature" in this case.
And the rule of thumb is that once the package is delivered to the address specified it's not the delivery company's problem. If someone untrustworthy is there at the address to sign for it and then steals it, you almost never have any recourse.
