The boss demands that you be on time 100% of the time because it gives the maximum possible amount of times that you will be on time.

If he demanded that you make it on time 95% of the time you'd be late 1/20 days because it's ok, plus all the times you are late when you can't help it.

Telling a player to score 100% of free-throws is a going to achieve the highest % scored. Telling a player he only has to make 50% is going to result in him making <50%. Even if 50% is acceptable, making a rule of trying to make 100% is better.

A boss saying to a employee that he is hiring that he expects him/her to show up on time atleast 90% of the time would be a rediculous thing to do.

she nows whats the traffic like ... she knows exactly how she is getting there and how much time she needs.

so anything above 2% is being an ass
and we have this 2% for accidents/ unpredictable stuff
