Do some research on building a PC. Wait until mid January when Kaby Lake is released for desktops and snag a discounted skylake with a "K" at the end so you can overclock it with an aftermarket cooler. Get the latest chipset motherboard (z170 I believe) and get that SSD I linked earlier and 16gb of DDR4 ram. The video card is only important for running your monitors, you'll have to research that based on what you have. All that should run you somewhere around $1200-$1500.
Building a PC is easy and will take you a day or two of study. It will also help you learn to troubleshoot. Buying one off the shelf won't get you exactly what you want.
On PIO's webpage their deluxe package allows customizing the software for your hardware. You should contact them and see if perhaps they can make use of Xeon processors and what kind of difference it would make. Ask them what the perfect box would be.
