I heard that you can use a rebuy at any point prior to the end of the rebuy/buy-in period, regardless of chip count, etc. So if that's right, yes you can pay $30K at the beginning and start with 120K in chips.

Who's in for open shoving blind on the first hand?

Just a guess, but I think the best approach is to buy one bullet at a time (only reload if you go break before level 8). The only exception would be if you're at a table where the soft spots and/or gambeleros have rebought to start AND it's a table that won't break early.
