But the point is 1) intent and effect aren't the same thing, and 2) as the guy perhaps you can separate the harmless from the creepy and dangerous (I'm just being friendly) but as the recipient, it's hard to tell them apart and they add up anyway. Someone said something on the radio the other day that has application here - if women respond then they're seen to be leading the guy on, and if they don't then they're being unfriendly and frigid - they are criticised whatever they do. A large number of women saying I don't like this please don't do it really should be enough - just saying oh lighten up it's nbd, is #notagoodlook - pretty much where we were in the 70s with arse slapping, groping, and casual sexual assault in the workplace.
