A lower voltage (e.g. 12v@1.5a) will run the train slower. Your 15v@0.5a transformer will probably work (overspec'd train motors ftw) but obviously isn't ideal. It may work great or blow it's fuse or die from overheating in a little while. If it was me and I had it on hand, I would try it.
But I would look elsewhere if you are needing to purchase it.
BTW, the original transformer is probably still fine. I'm guessing it just blew it's fuse. The train motor on the other hand... (nah, the brushes couldn't burn out that fast - maybe)
Ebay should have these transformers cheap.
