If you're going to the beach T-shirt + board shorts is fine, but it certainly helps to up your fashion sense. The difference between wearing a t-shirt + shorts all the time and having a good sense of fashion is definitely impactful from my college experience, girls didn't really start telling me I was hot until I learned to dress the part.
I'd say just find somebody who knows what they're doing and have them help you spiff up your wardrobe. It doesn't even necessarily need to be a peer, last night I went to Nordstrom and the girl working there was happy to assist and basically found me a variety of pretty rad stuff that I was seeking.
The most important thing is that you take advice from the right person and are willing to extend beyond your comfort zone. My college roommate was metro and had an excellent sense of style, so many times he would tell me to buy something and I would argue and tell him I'm not gay before relenting and then getting like a million compliments once I wore the clothes out. You don't have to push the envelope too far, but being a lil bit metro is def +EV.
