a) that's crap, right?
2) it says that the expected range due to *tech speak* is 0.4 to 2. Does that mean that the wires to the house are just **** and there's nothing that can be done about it, or can i ring someone and shout at them or something?

1.5 is a human rights violation.

Infrastructure is often the limiting factor.

Many people would be smart enough to get it...if they were poker players. Nobody is going to understand the link between cognitive bias quickly enough to think that's remotely funny unless they are a poker player themselves, and at that, one who has probably studied poker a bit. Don't write for yourself, write for your audience.

Around my area and I would assume most of US, low-end data speeds are around 15 mb/s. Your phone on LTE should crush these numbers.

Calling can't hurt. I recently changed providers and was promised 100mbps. Best I was getting was 17. Called them up and they changed some settings and it's all good now. I wonder if they throttle it on purpose and only give you what you're supposed to have if you complain? I'm with Spectrum/Charter now.

I know in some places you are guaranteed an upper limit (yea, its that stupid). heavy usage in the area can cause it to lower. in my experience only business account will a major handler guarantee a bottom limit.
