This is a quite powerful Uncommon that allows a player to draw a rare. The card does not put a restriction, so you can include yourself in the list of 4. Your problem is that you just spent 4 mana and might not even want to include yourself, because ending up with an uncastable rare is a bad result.
It is noted that the mod will randomly pick a player from the four, when this spell
resolves. So potentially, if that chosen player dies before EOD, nobody will draw a rare card. Gifts Ungiven! This has to be played that way, or you would just include the lynch in your list of 4 players and improve everybody's chances to 33% to draw that rare.
The best seems to cast Gifts Ungiven late in the day, to avoid one of your quartet to not live and see the rare card.
Is this a safe spell for the Vampires to play? It seems so! How can the village find out who were the 4 chosen players and who won the rand? People are getting killed during the night, people can draw rares 8% of the time anyway, so it seems really hard for village to punish a Vampire choosing 4 tammates with Gifts Ungiven.
It is also tough for a villager to gain village points out of this. Outing your choices seems suboptimal, with discard effects being in the game and a night still to survive.
