The Office of Secret Intelligence, or OSI, is a highly secretive, elite agency of the United States government. As the power of the OSI has grown, so too have the concerns of the Guild. The balance of power between costumed villains and government super-soldiers must be kept in check to ensure the future success of these United States.
A summit has been called for rogues from all supervillain organizations to gather their resources and scheme as a team.
It is expected that operatives from the OSI will attempt to infiltrate this summit. The Council of 13, executive board of the Guild, has instituted a new policy for unfamiliar or suspicious attendees.
Introducing the Abilities Inhibitor:
Many attendees have certain capabilities which make them human weapons. If you want to represent your union, you may have to consent to the Abilities Inhibitor.
Now before administering the untested experimental Inhibitor, you should familiarize yourself with the list of side effects, which may include: nausea, headaches, insomnia, constipation, oily discharge, severe deja vu, stiffness in joints, blurred vision or temporary blindness, loss of life, diarrhea, thrombosis, and rectal bleeding.
Suck it up, that's how we roll in organized villainy. Get used to it. It has huge spikes which are wonderful and frightening and they go into the sides of your neck and replace all your blood. You get your blood back at the end of the summit, unless the loss of life thing happens. Then we'll send your next of kin a big jug of blood and a very nice card.
D1 ITAs will use the Abilities Inhibitor. If a shot successfully hits a target, they will be Roleblocked on N1.
